The Domestication of Raccoons - a Constitutional Framework

• A. The emplanting of microchip 'identity cards' in raccoons is supervised via hamlet governments.


• B. Hamlet governments consist of "elders" (electors), "ringors" (councillors) and "ringmasters" or "little kings" (mayors). There are also hamlet boards of directors with presidents and secretaries.


• C. Ringmasters are called 'little kings' because they have special rights of trespass to monitor and manage wildlife domestication programs. They may enter any homesite property with a letter explaining the issue.


• D. Ringors and ringmasters co-jointly appoint supervisors and veterinarians.


• E. Supervisors hire and fire feeders and handlers. A supervisor may manage no more than six people.


• F. Veterinarians contracted by hamlet governments supervise the medical implantation process.


• G. Hamlet veterinarians are entities responsible to municipal, provincial and federal governments.


• H. Nevertheless hamlet governments may terminate veterinarian contracts at any time.


• I. Military colleges will monitor these processes - feeding, handling, supervising and implanting microchips.


• J. The Military College in Kingston hopefully will monitor all the processes around the country.


• K. The objective is to train armed forces personnel in wildlife domestication programs. They may have contracts with hamlets to be feeders, handlers and supervisors when city sprawl clashes with wildlife.
